Some heavy vehicle toll schemes are excluding VAT from their rates:

In Austria, the following toll systems are coded without 20% VAT for heavy vehicles using GO-MAUT: Toll System IDs 5223, 5225, 5226, 5229, 5230, 5264, and 7032.

In Belgium, where the VIAPASS Toll System excludes 21% VAT in Wallonia (TS ID 7524). The other VIAPASS Toll Systems in the country (TS IDs 7347, 7325, and 7681) are considered taxes and therefore are not subject to VAT. The same applies in the following countries:

Denmark with the VEJAFGIFTER toll systems (IDs 8127 and 8128).

Germany with the TOLL COLLECT toll system (ID 5200).

Luxembourg, Netherlands, and Sweden with the EUROVIGNETTE networks (respectively IDs 7201, 7202, and 7199).

And the LEVYs in the UK (IDs 7272, 7273, 7274, and 7275).
