Which roads are considered urban or rural when setting road speeds?

In Application Settings > Road Speeds, you can set custom road speeds that affect time and cost estimates in route calculations. Each road category has two average road speed parameters assigned to it, one for Rural and one for Urban.

In cities surrounded by a beltway, Urban is the road network within the beltway. All other roads are considered Rural.
