Spreadsheets: Avoid, Favor or Override Roads

If the “Custom” option is turned on in the PCMSERVE.INI file, PC*Miler Spreadsheets will use the Route Modifiers (avoid/favor road settings) created in Content Tools and synced with PC*Miler. Note that favoring a road does not absolutely guarantee that it will be used.
