Validating trips for fleet licensing

Fleet licensing refers to the authority to move goods through each state/province. Tractors are the only assets assigned to fleets.

When you plan a trip and save the tractor assignment, the system validates whether it belongs to a fleet that is licensed to travel through all the jurisdictions associated with the trip.

To validate trips for fleet licensing, the system checks that:

  1. The Maintain Mileage table has been set up to track State Miles for the states passed through on the trip.

  2. The tractor assigned to the trip is assigned to a fleet.

  3. That fleet is licensed for the jurisdictions the trip’s route passes through.

Verifying the system is set up for fleet licensing trip validation

Before you can use Trip validation for fleet licensing, verify that all the preliminary setup is complete.

Fleet licensing validation functionality is activated

In the General Info Table, activate the functionality using the FleetLicense General Info Table setting.

The system is set up to track state miles

Fleet licensing requires that the states passed through on a trip’s route are tracked. Use the DistanceCacheByState General Info Table setting to have the system track state miles on trips.

Fleet licenses are defined for jurisdictions

In the Fleet Licensing window, create the fleet licensing records. You assign state/province jurisdictions, along with their related expiration dates and gross vehicle weight, to the appropriate Fleet ID(s)

Tractors are assigned to fleets

Tractors must be assigned to fleets in their profiles. Assignment is made on the Tractor Profile window’s User Definables tab. See Assigning tractors to fleets.

Resolving fleet licensing trip validation errors

Validation takes place in Trip Folder or Order Maintenance when you save the tractor assignment on a trip.

At each step of the validation process, you may see an error message.

Warning message Cause and resolution

"There does not appear to be a validated route for this trip."

Cause:

Either of these conditions is present:

  • The system finds a stop with a missing value or zero listed for state miles (Mileage_mtid column).

  • The DistanceCacheByState General Info Table setting does not have a String1 value of Y.

Fix:

Verify that the system is tracking state miles.

"Tractor _ is not assigned to a fleet. Fleet Licensing cannot be processed."

Cause:

The tractor assigned on the trip is not assigned to a fleet.

Fix:

Record the tractor’s fleet assignment in its profile. The Fleet field is on the User Definables tab.

"Fleet: ________ is not licensed in the state/province(s) of ____________."

Cause:

  • A tractor is assigned to a fleet, but fleet licensing has not been set up for that fleet.

  • A fleet is not licensed for the states/provinces listed.

  • You remove one or more necessary states/provinces from the fleet licensing list.

Fix:

Add licensing for all fleets, in all states/provinces.

Validating trips for jurisdictional licensing

Jurisdiction licensing refers to the authority to move goods through each state/province and compliance with the weight restrictions imposed by them. You must license each tractor and trailer in an equipment configuration, also called a train, for travel within a jurisdiction. When you plan a trip and save the assignment, the system warns you if the appropriate licensing does not exist.

To validate trips for jurisdictional licensing, the system checks that:

  1. The assigned assets have tare weights defined in their profiles.

  2. The assigned assets have loading classes defined in their profiles,

  3. The assigned assets belong to an equipment configuration that specifies jurisdictions matching the trip’s route.

  4. The assigned assets belong to an equipment configuration that specifies the loading class for the tractor, primary trailer, and secondary trailer, if one is assigned.

  5. The gross vehicle weight allowed for the jurisdiction is greater than the lowest Maximum GVW for the fleet.

  6. The road classes match the origin, stops, and destination on the trip.

  7. The jurisdictions on the trip have GVW limits.

  8. The assets assigned to the trip meet the lowest Max GVW restriction for the jurisdictions in the trip’s route.

Verifying the system is set up for jurisdictional licensing trip validation

Before you can use Trip validation for jurisdictional licensing, verify that all the preliminary setup is complete.

Jurisdictional and Fleet validation functionality is activated

In the General Info Table, activate the functionality using these settings:

  • Use the FleetLicense General Info Table setting to activate fleet licensing functionality.

  • Use the JurisdictionLicense General Info Table setting to activate jurisdictional licensing functionality.

The system is set up to track state miles

Jurisdiction licensing requires that states passed through on a trip’s route are tracked. Use the DistanceLookupVersion General Info Table setting to allow the recording of the states traveled through on a route in the mileage database

Use the DistanceCacheByState General Info Table setting to have the system track state miles on trips.

Road classes are specified for each jurisdiction

Use the Manage Mileage Table window’s State Miles Type 1 field to record the road class for each jurisdiction.

Jurisdictional road restrictions are defined

Jurisdiction road restrictions include:

Tractors are assigned to fleets

Tractors must be assigned to fleets in their profiles. Assignment is made on the Tractor Profile window’s User Definables tab. See Assigning tractors to fleets.

Asset profiles include tare weights and loading classes

Each tractor and trailer profile must have the tare weight and loading class listed.

Tractor Profiles
  1. Go to Tools > Profiles > Tractor.
    The Tractor Profile window opens.

  2. Retrieve the tractor’s profile.

  3. Select the Details tab.

  4. In Axle Groups section do the following:

    • Enter the tare weight in either the Axle Group 1 Tare or Axle Group 2 Tare field.

    • In the TrcLoadingClass field, select the appropriate loading class.

  5. Click Save.

Trailer Profiles
  1. Go to Tools > Profiles > Trailer.
    The Trailer Profile window opens.

  2. Retrieve the trailer’s profile.

  3. Enter the tare weight in either the Axle Group 1 Tare or Axle Group 2 Tare field.

  4. In the TrcLoadingClass field, select the appropriate loading class.

  5. Click Save.

The system is set up to validate train weight for jurisdictions

The system compares the involved jurisdictions and identifies the jurisdiction that has the lowest gross vehicle weight requirement. It then compares the weight of the train GVW with the information for this jurisdiction. For details, see Validating train weight acceptability for jurisdictions.

Train configurations exist for each jurisdiction

The Equipment Configuration window must include an acceptable train configuration for each jurisdiction on the trip route. The train configuration includes the Tractor, trailer, pup, and when applicable, class that is listed for each of the jurisdiction(s) traveled through on the trip on the Jurisdiction Road Restriction window. Resolving jurisdictional trip validation errors

Validation takes place in the Trip Folder or Order Maintenance when you save the tractor assignment on a trip.

At each step of the validation process, you may see an error message.

Warning message Cause and resolution

"Jurisdiction Licensing <Asset type>: _______ - No tare weight defined."

Cause:

An asset you included on the order does not have a tare weight listed.

Fix:

Add tare weights in the asset profiles.

  • For tractors
    In the Details tab’s Axle Groups, enter the appropriate tare weight in either the Axle Group 1 Tare or Axle Group 2 Tare field.

  • For trailers
    Enter the appropriate tare weight in either the trl_axlgrp1_tarewgt or trl_axlgrp2_tarewgt field.

"Jurisdiction Licensing <Asset type>: _______ - Loading class is not defined."

Cause:

An asset assigned on the order does not have a loading class listed in its profile.

Fix:

Add the loading classes in the asset profile.

  • For tractors
    In the DetaiIs tab’s Axle Groups section, select the appropriate loading class in the TrcLoadingClass field.

  • For trailers
    Select the appropriate loading class from those listed in the trl_loading_class field.

"Jurisdiction License Error: No equipment configuration found for Tractor ___ Loading Class: ___ Primary Trailer ____ Loading Class: ____ Pup Trailer ____ Loading Class: ____."

Cause:

No equipment configuration matches the assets listed on the order for the jurisdictions traveled through on the trip route.

Fix:

Compare the assets and jurisdictions included on the trip in the Trip Folder with the assets' profiles, and train listed in the Equipment Configuration Maintenance window to determine if there are any discrepancies.

If needed, add an equipment configuration that accommodates the assets included on the trip.

"Jurisdiction License Error: Gross Vehicle Weight of _____ is greater than the minimum Max GVW for the fleet license of _____."

Cause:

The assets assigned on the trip exceed:

  • The gross vehicle weight listed for the fleet license for one or more of the jurisdictions

    plus

  • The weight specified as the margin of error

Fix:

Assign assets that weigh less than the prescribed lowest maximum gross vehicle weight limit (plus the margin of error) listed for the fleet license.

"Jurisdiction License Error: Trailer Config ___ does not have defined limits for _________."

Cause:

Road classes are not set for the trip’s origin, stops, or destination.

Fix:

Set the values for each of the jurisdictions in:

  • The Manage Mile Table’s State Miles fields

  • The road classes in the Jurisdiction Road Restrictions window

You must do this before you create an order.

"Jurisdiction License Error: Trailer Config __ does not have defined limits for __________."

Cause:

The jurisdiction(s) on the order are missing gross vehicle weight information.

Fix:

Include train information, class, and gross vehicle weight information in the Gross Vehicle Weight Limits section for each jurisdiction listed in the Jurisdiction Road Restrictions window.

"Jurisdiction License Error: _____ is greater than _____ the minimum Max GVW for the Trailer Configuration for ____."

Cause:

The assets assigned on the order exceed the lowest maximum gross vehicle weight permitted for the train configuration in this jurisdiction.

Fix:

Change the assets on the order to those that collectively weigh less than the specified lowest maximum gross vehicle weight limit listed (plus the margin of error) permitted for the train configuration in this jurisdiction.
